Abstract
This paper examines the linguistic rights of the Greek ethnic minority in Albania, which occupy a significant place among minority rights and cannot be understood outside the context of international and European legislation. Language, as a fundamental element of any minority, is not only a means of expression and cultural creation but also the most defining feature that distinguishes a minority from the majority or other minority groups. The use of the mother tongue by members of a minority—especially in education—is a fundamental linguistic human right, safeguarded by international conventions and legal instruments of international organizations. This study highlights the fact that this aspect is crucial for the social and cultural integration of these ethnic minorities and is protected by a broad international legal framework. Therefore, continued efforts are essential to ensure the practical implementation of these rights, so that minorities can freely exercise their language and culture, thus contributing positively to social coexistence and the cultural diversity of modern societies.
